Objectives

Overall objectives

The wider objective of the project is to approximate the Serbian Statistical System to the European Statistical System's requirements.

Specific objectives

i) Completing the upgrading of SORS infrastructure in order to ensure further sustainable approach to EU acquis on statistics

ii) Ensure continuation with the 2002 CARDS project on national accounts and tackle areas identified as priority by the European Commission (e.g. agricultural statistics)

iii) Consolidate the internal activities that support statistical production and statistical dissemination

Expected results

  1. Improved system and sources for the production of national accounts according to ESA 95. This includes having improved the annual national accounts, having improved the quarterly national accounts, having continued the newly initiated work on supply and use tables and having initiated work on economic agricultural accounts. Furthermore it includes having improved the sources such as price indices and business statistics. The developments shall also take into account future needs for quality statistics for the production of regional national accounts and tourism satellite accounts.
  2. Capacity for carrying out an agricultural census and creating a farm register in place. This includes having developed a budget and plans, having assisted in raising funds, having the census tools in place and having set up a census organisation as well as having tested this in a pilot census.
  3. Having conducted a feasibility study of the possible ICT system to be used at SORS to increase efficiency and quality.
  4. Based on the decision taken on the ICT system of choice by SORS, having developed an IT policy and guidelines for its implementation as well as having initiated the policy in a number of areas by for example develop applications for the statistics production.
  5. Having improved the communication, both internal and external and in all parts of the production system, resulting in a uniform corporate identity, increased confidence, higher quality of products, increased stability and optimised use of resources. This includes having developed an Intranet as well as having developed guidelines and policies for dissemination and communication of statistics, for documentation of processes and metadata and for collection of data.
  6. Better qualified staff of the competent administration through training and transfer of know-how.
